31.07.2007 APLR will Carry out Certification of Real Property Surveyors and Appraisers

APLR will prepare certification programs for real property surveyors and appraisers through which any Georgian private company or individual working in these fields can get professional certificate.

 

Certification programs will be elaborated under the financing of USAID  Small and Medium-Sized Enterprise Support Project. Within the scope of the project – Professional Certification Programs for Property Surveyors and Appraisers - separate units of surveyors and appraisers and respective working groups including high qualified experts shall be set up within APLR. These groups will work with both surveyors and appraisers and consumers, carry out public opinion survey to pay attention to all stakeholders’ interests, study international practice and get business contacts with international organizations working in mentioned fields, study their membership procedures and apply for membership, provide information to the program participants on modern standards, new methods and technologies, on legislative changes and instructions.

 

Working groups shall also prepare respective tests including theoretical and practical multiple choice questions. Each question shall be assigned a coefficient used in calculating final score. Working groups shall define  evaluation system and set minimum score required for applicants for receiving certificates confirming their skills. Regulations for certification and sample tests will be published in advance and be available for any interested person. If deemed necessary, APLR shall prepare and carry out trainings for target groups.

 

Within the scope of the project database on individuals and legal entities acting in the field of property survey and appraisal will be created. These database shall be publicized on a special web page and the customers shall be able to use special mechanism for on-line evaluation of service providers.

 

Participation in certification programs  shall be voluntary and available for any interested person, however, any company or a person not having certificate can usually act on real property market.

 

Notably that currently several hundreds of individual surveyors and appraisers, as well as tens of private companies are working in Georgia, but most of them are not able to meet modern standards and ensure high quality of services. Establishment of professional institutions of surveyors and appraisers and implementation of certification programs will support the regulation of chaotic situation in the market, creation of healthy competitive environment, improvement the skills of respective specialists and advancement of modern international standards.
