Project Abstract

 

Land use and land policy issues lie at the heart of the proper economic and social development of the South Caucasus region. Progress in many inter-related fields, such as economic development, agricultural sustainability, environmental protection, urban growth and management require a clear and transparent legal and administrative system.

Georgia, Armenia and Azerbaijan have only a decade of experience with private property systems. Each country has made certain progress in this sector, developing laws, policies, and practices for titling real estate. Sharing national experience in this sector, including both successes and failures, is of particular importance for the further regional development.

On 24-26 February, 2003, The South Caucasus Regional Land Policy Conference is held in Tbilisi, Georgia. The Conference is organized by the APLR, through the support of Eurasia Foundation and in partnership of NGOs from Armenia and Azerbaijan. Representatives of these countries, as well as of various international organizations take part in the Conference addressing issues of land management, land and natural resources planning, governmental and institutional factors, and the role of land resources in the economic and social development of the South Caucasus region.

At the Conference general land policy issues, as well as specific program opportunities are discussed and analyzed, recent experiences in the three Caucasus countries are compared, and a series of agendas at the national and regional levels are drafted for further research, development and dialogue in the region.

The South Caucasus Regional Land Policy Conference provides an excellent opportunity to draft an action plan agenda for the development of improved land policy research and development initiatives in the South Caucasus region.
