Support to High Mountain Village Communiities along the AGT Pipeline

In high-mountain areas affected by BTC pipeline construction compensation funds are available for common use pasture lands owned by villages. To create a party to the land purchase agreement, villagers established community based organizations. As of March, 2004, 35 high-mountain villages were identified as eligible for compensation. APLR has been contracted by BTC Co. to facilitate the process of pasture land acquisition and ensure monitoring of land compensation distribution in high-mountain villages. To support the land acquisition process APLR arranges public meetings to explain procedures for pasture land acquisition; provides consultancy to CBO groups; checks CBO documentation to ensure that they meet the necessary requirements for receiving compensation; prepares land purchase related documentation and maps. To assure fair distribution of funds APLR offers advice to CBOs on options for use of the money for the whole village benefit; assists CBO managers in drafting Spending Statements and ensures that they are approved by each villager by signature; visits each community to understand the perceptions of population and investigates any allegations of fraud. The project contributes to the fair and transparent distribution of compensation funds among high-mountain villagers. |
