Project Abstract:

For the commencement of Tbilisi Bypass Railway construction, aimed at developing a new rail route outside the central area of the city, implementation of resettlement plan and provision of respective compensations for land parcels and other real properties falling within the construction corridor is necessary.

Potential economic impact on project-affected populations was identified and resettlement framework prepared in accordance with the policies of EBRD, one of the main investors of the Tbilisi Railway Bypass Project. After elaboration of this framework, implementation of resettlement plan was put in the agenda.

Geographic, GIS & RC Consulting Center, which is the contractor of Georgian Railway LLC, is responsible for the implementation of resettlement plan within the scope of Tbilisi Bypass Railway Project.

Association for Protection of Landowners Rights, based on the agreement signed with Geographic LTD, ensures creation of GIS databases for project-affected land parcels and other real properties, as well as collection and analyses of related legal documentation; checks the borders of the land parcels and if necessary makes respective corrections; gets cadastral maps and public registry extracts for all affected properties. Based on the above works, negotiations with the owners, concluding respective agreements and provision of compensations becomes possible.

Within the scope of the project APLR also ensures grievance administration and monitoring: any person interested can report any complaint, problem or violation and get legal consultancy or advice.

Project implementation facilitates smooth resettlement process and restoration of livelihoods of the population affected by Tbilisi Railway Bypass Project.
