Project Abstract:

Providing sustainable solution to the needs of internally displaced persons from the conflicts in the 1990s is one of the priorities of the State Strategy on IDPs in 2009-2012. To reach this goal long term satisfaction of the accommodation needs of these IDPs is essential until their return becomes possible.

In order to ensure better living conditions of the displaced, rehabilitation of living spaces occupied by them, as well as transference of these spaces into private ownership of IDPs is planned by the State Strategy.

To title living houses to IDPs, Association for Protection of Landowners’ Rights carries out internal measurement works, based on the contract concluded with the Ministry of Refugees and Accommodation of Georgia. In Borjomi, Akhaltsikhe, Kutaisi, Zestaponi, Khoni and Tbilisi APLR specialists carry out cadastral works at the spaces occupied by the displaced from Abkhazia; data on the families living in particular houses, number of rooms occupied by each household, names of beneficiaries etc. are also collected. As a result necessary documents are prepared for 4333 beneficiary families to be submitted to public registry to register these living spaces as IDP property and issue respective ownership certificates.

Project implementation ensures improvement of living conditions of so called old IDPs, as well as facilitates their socio-economic integration.
