Project Abstract:

 

As a result of Georgia-Russia conflict in August 2008, tens of thousands of Tskhinvali region residents were forced to leave their homes. While the process of their return has already begun, the return prospects of those villagers fled from the territories of South Ossetia will not be clear in the near future.

 

To resolve resettlement problem of such displaced people, Government of Georgia took decision to establish IDP settlements in Kaspi, Gori, Khashuri and Kareli rayons and allocate residential and agricultural land parcels to IDP families. For the construction of such villages it is necessary to find large land lots, divide them into residential, common and agricultural parcels and register at public registry.

 

Association for Protection of Landowners’ Rights, within the scope of the project supported by Eurasia Partnership Foundation, carries out works necessary for the resettlement of displaced and ensures accessibility to residential and agricultural land parcels for IDP families.

 

APLR specialists search land lots on project-covered territories into geoinformation databases; GIS analysts study the lots found in terms of infrastructure development, accessibility to the main roads and electric and communication networks, conditions for farming, etc. The number of families to be housed on each land lot is also defined. Processed data with respective conclusions is submitted to GoG for selecting the most suitable land parcels.  

 

APLR conducts cadastral works on the land plots selected by GoG and divides the land into residential, common use and farming parcels, specifies the borders of each parcel and draws cadastral plans. After completion of field works registration of each parcel at public registry is ensured.

 

As a result of above works it becomes possible to build dwelling cottages and ensure normal living conditions for IDP families; project implementation also supports to adaptation of displaced with the new living environment, their involvement  in agricultural activities and psycho-social rehabilitation.
