Full Activity Title: Identification and Examination of Land Parcels Falling within the Construction Area of Khudoni Hydropower Plant; Registration of State Owned Parcels at Public Registry

Project Abstract:

 

Hydrological energy is one of the most important natural resources of Georgia. Development of hydropower sector in the country will provide energy security for domestic consumption and at the same time minimize local requirements for external sources of natural gas thus diminishing the costs of gas import needed for power generation.

 

Construction of Khudoni Hydropower Plant on the river of Enguri had commenced in the Soviet times, however, it was terminated in 1989 due to certain reasons. Later, in 1990-ies and 2000-ies the question of project renovation was studied repeatedly. Based on thorough research and analyses of several alternate versions of the construction, it was decided that the concept for Khudoni Hydropower Plant construction designed in the Soviet times was the best.

 

It is proposed to begin the Plant’s construction in 2012. The project will be implemented by Trans Electrica Georgia LTD, Georgian-Indian Company, focusing on planning, investigation, execution, operation and maintenance of hydropower projects.

 

Before commencement of the project implementation it is necessary to study project areas to identify all lands potentially affected by construction. For this purposes Trans Electrica Georgia contracted Association for Protection of Landowners’ Rights to carry out required works.

 

Within the frame of the said contract APLR studies 1200 ha territories and identifies all land parcels falling within project affected areas; defines ownership status (state or private, legal or illegal use, registered or unregistered, etc.), as well as their owners and/or users; all respective works are carried out on site by the field teams, in cooperation with local authorities and registration offices.

 

APLR specialists prepare detailed cadastral plans for the land parcels identified as state owned and ensure their registration at public registry; they also provide required assistance to the representatives of Trans Electrica Georgia in demarcation of the boundaries of state lands.

 

As a result of above works parceled and numbered maps of project affected areas, lists of land parcels depicted on the maps, data on the owners and users of all parcels,  detailed cadastral sketches of state lands and respective public registry extracts are provided to the customer.

 

Through analyzing data obtained Trans Electrica Georgia will be able to define the scope of project’s potential impact on land parcels and local population and draft the reasonable strategies to mitigate adverse effects as far as possible.
