Project Abstract:

 

As of today there is no advanced system of house numbering in Georgia. In most Georgian cities and villages some of the streets and roads have no names and the houses or other buildings are not numbered. Consequently, local population often face the problems while getting the ID cards, receiving postal parcels, registering properties or paying for communal services.

 

In 2011 the National Agency of Public Registry started the project to create the unified register of Addresses throughout the country. After implementation of this project, there will not be any unnamed street or road in Georgia, as well as any building without the number.  

 

Because the problem of house numbering had been the most acute in old neighborhoods of the Capital, where so called Italian Yards are widespread, it was decided to begin inventory and respectively renumbering of buildings in Old Tbilisi.

 

Based on the contract signed with the NAPR, Association for Protection of Landowners’ Rights is responsible to carry out Inventory of all streets and buildingslocated in Old Tbilisi, on the left embankment of the Mtkvari River and in Saburtalo rayon of Tbilisi; to give addresses to all buildings inventoried, prepare respective maps and create unified geo-database.

 

Within the scope of the project APLR employees collect the required information on sites; identify beginnings, ends and directions of all project-covered streets; describe lanes, bridges and tunnels, road coverings, pavements, and other existing objects; gather data on all buildings, including administrative, educational, cultural, religious, state, healthcare, commercial buildings, etc.; in multi-apartment houses all apartments, basements, entrances, corridors, garages, commercial spaces, auxiliary structures, as well as owners and users of all apartments are identified and disposition schemes  prepared.

 

Data collected during inventory is unified into the GIS database. Unique number, cadastral code, number of payer, information on the owners or temporary dwellers is attached to each building kept in the database.

 

Project implementation plays an important part in the improvement of addressing system in the country.
