Project Abstract:

Definition of normative prices of non-agricultural land owned by the state or local municipalities plays an important role for land administration and management, for land use, contraction, infrastructure planning and urban development. In Georgia land normative prices are usually calculated once a year based on market value and approved by representative body of respective municipality.

Association for Protection of Landowners Rights, within the scope of the contract signed with the Property Management Agency of Tbilisi City Hall, is to analyze land market tendencies within administrative boarders of Tbilisi Municipality and create new zoning map. For these purposes special groups comprised of high-qualified real property valuators and GIS specialists working in compliance with international standards are created. Real property valuators are studying the sales transactions registered by the National Agency of Public Registry; these transactions are grouped together according to particular areas/neighborhoods, taking into account market characteristics and dynamics; comprehensive monthly statistics for land transactions are calculated for the last several years. On the bases of these statistics land market tendencies are identified and market prices for land estimated.

APLR GIS experts are creating the new zoning scheme of the city composed of three levels: the first level is the neighborhood, relatively large area, the second level is sub-neighborhood and the third one is the street. New zoning map for the city of Tbilisi is also prepared, where the market price for each area is reflected.

Land market analyses and zoning map is to be submitted to the Property Management Agency; Based on market value normative prices of land within the borders of Capital City will be formulated and passed by the Sakrebulo of Tbilisi Municipality.   

Project implementation ensures definition of reasonable normative prices for land, in consideration of current market tendencies.
