Project Abstract:

Development of agricultural sector in Georgia significantly defends on the efficiency of irrigation water supply systems. Rehabilitation as well as modernization of these systems and advancement of alternate methods for their management is one of important tasks in the country.

The Government of Georgia set up several limited liability companies to ensure effective management of the above systems. These companies, responsible for restoration of melioration networks and unlimited supply of irrigation water in rural areas, are subordinated to the Ministry of Economy and Sustainable Development. However, as the practice has shown, without additional or private investments it has been impossible to ensure modernization of irrigation systems in accordance with required standards.

In order to attract private investments in the sector, the Government of Georgia plans to privatize the companies managing melioration systems throughout the country. Registration at public registry of the properties managed or used by these companies is necessary at first for their privatization.

Association for Protection of Landowners Rights, based on the contracts with the above limited liability companies, carries out respective works to ensure registration of melioration systems in Khakheti, Kvemo Kartli, Imereti, Samegrelo and Guria regions. In particular, APLR identifies the main water pipelines, channels and related dams on orthophotos, conducts field cadastral works and checks the data on site; depicts collected data on maps; prepares cadastral plans and registration documents. Respective maps and supporting documentation is transferred to the National Agency of Public Registry for registration of melioration systems as state properties.

Project implementation facilitates development of irrigation water supply sector in the country.
