Project Abstract:

For developing agrarian sector in Georgia and increasing agricultural production, rehabilitation and improvement of melioration systems, as well as advancement of modern management models is necessary.

In order to support irrigating water supply in the country, several limited liability companies were created. These companies are state owned and subordinated to the Ministry of Economic Development; they are managing melioration systems in particular regions and are responsible for timely and unlimited delivery of irrigation water.

Mtkvari M LTD, irrigation systems management company in Samtskhe-Javakheti, Mtskheta-Mtianeti and Shida Kartli regions, together with the Association for Protection of Landowners’ Rights has started to carry out the pilot project in Karely rayon to ensure registration of melioration systems at public registry, create databases of the irrigation water consumers and develop the modern payment system.

Within the scope of the Project APLR specialists are identifying irrigation networks and distribution junctions on respective orthophotos, checking the land, channels and pipes on site, digitalizing data  and preparing cadastral maps to register  these systems at public registry as linear objects.

Based on the information kept at APLR databases and public registry, irrigation water consumers, as well as land parcels in their private ownership or possession are identified; APLR GIS specialists define the territories that are usually irrigated, calculate their precise area and make verifications on site; as a result GIS database is created where each irrigated parcel is assigned the unique code. APLR programmers design the special software and interface enabling the customer to connect graphical information with subscribers, make respective corrections, and analyze the crops harvested on each parcel.

APLR provides assistance in receiving and processing consumers’ applications, conducting negotiations and concluding contracts on irrigation water supply; Mtkvari M Employees are also trained to acquire the skills for the use of above said database.

Project implementation will facilitate high level services in irrigation water supply sector and guarantee timely and unlimited delivery of such water to the producers.
