Land Acquisition Services alongside Marabda-Karsi Railway Corridor
Status: ongoing Full Activity Title: support to acquisition of privately owned land parcels within the construction corridor of Karsi-Akhalkalaki railway, from Marabda to the Border of Turkey; study of land parcels on the territory of Akalkhalaki railway station and on the territories adjacent to Akhalkalaki-Karsi construction corridor Location: Tetritskaro, Ninotsminda and Akhalkalaki rayons, Georgia Activity Dates: April, 2009 – December, 2012
In February, 2007, within the frame of Baku-Tbilisi-Karsi new railway project Georgia and Azerbaijan signed the agreement on Financing, Projecting, Building, Rehabilitation and Reconstruction of Railway Line from Marabda to the Border of Turkey. According to this agreement rehabilitation of Tbilisi-Akhalkalaki connecting line and building the new line from Akhalkalaki to Karsi shall be ensured. While carrying out construction and rehabilitation works on the territory of Georgia, state acquisition of privately owned land parcels falling within construction/rehabilitation corridor became necessary. The Ministry of Economic Development of Georgia, one of the participants of the railway project on behalf of the government of Georgia, contracted APLR to provide land acquisition services for privately owned land parcels. Within the scope of the project APLR ensures inventory of the land parcels along the construction corridor and creates respective database, manages relation with the National Agency of public Registry for the update of existing GIS information available for the project affected land parcels (private and state land); elaborates land acquisition/compensation manual, including principles and methods for land, buildings and indirect damage valuation, methods for analyses and compensation of crops harvested on these parcels, procedures for monitoring and feedback to claims with regard to construction or rehabilitation works. APLR closely cooperates with property owners and informs them on the works implemented for the railway construction, on their rights, as well as on rules and procedures for land acquisition and compensation; carries out negotiations with each individual owner for dealing respective transaction. APLR provides assistance to the MoED for concluding the deals on land parcel acquisition, prepares necessary documentation and acts as mediator between the state and owners; ensures registration of property rights to the newly purchased land parcels at public registry. The works implemented within the scope of the project facilitates the smooth implementation of Marabda-Karsi railway project and ensures protection of rights and interests of real property owners in the process of construction. |
