Project Abstract:

Formation of consumer-friendly registration system and its further development plays an important role in the improvement of registration procedures and land market development. Reforms carried out by National Agency of Public Registry (NAPR) in its registration offices leads to simplification of registration procedures, increased accessibility to public information and use of modern computer applications in title registration.

Association for Protection of Landowners’ Rights, based on the contract signed with NAPR, is responsible to form geoinformation databases for Tbilisi, Batumi and Mtskheta registration offices and design special computer software for their editing.

Within the frame of the Project APLR specialists carry out correction of cadastral information accumulated at registration offices, integrate data into geoinformation databases to be posted on the main server of NAPR and create the levers for data storage. APLR also develops editor application ensuring connection between registration software and geoinformation databases. Through the editor program it is possible to make changes in graphic or alphanumeric information without any delay while using several registration programs at the same time, to examine the history of both separate parcels and large land missives and depict corrections in geoinformation databases.

According to the parameters set by NAPR representatives, APLR forms the model of digital cadastral map. According to this model web consumers are to be able to examine details of the map and the public registry extracts. Through the editor application any graphic correction made through registration software at Tbilisi, Batumi and Mtskheta registration offices is to be depicted on cadastral map integrated into geoinformation database.

Works carried out by APLR within the scope of the project contributes to the successful use of advanced IT technologies in the field of title registration, to registration process simplification and quality ensurance at registration offices.
