Full Activity Title: Preparing the Plan for Land Parcel Acquisition/Compensation on Khanchali Lake Adjoining Territories

Project Abstract

The Lake Khanchali, located in Javakheti, region of Southern Georgia, is a wetland of a unique importance and is characterized with the rich biodiversity. Many globally and regionally threatened species use this lake for breeding and/or a stop-over site during migration. Its total water surface equaled 1300 ha until 1979, when the lake was fully drained artificially and was divided into two parts  as a result of a dam construction. In 1985 the smaller part of the lake was filled with water and larger part was transformed into agricultural land. During 1990's the drained part of the lake was transferred into private ownership to the population of local villages, which led to the degradation of ecological balance. Today, serious changes in micro-climate are observed that negatively affect both environment and agriculture at surrounding areas.

APLR has been contracted by Georgian Centre for Conservation of Wildlife to carry out acquisition/compensation assistance services aimed at purchasing the drained part of the Khanchali Lake from private owners in order to restore it in its natural size.

APLR  carris out field surveys on the affected territories and identifies both official and unofficial owners of land parcels, depicts results of cadastral works on orthophotos and indicates the lake borders of 1979, identifies the legal status of the property (land parcels) and the types and prices of the crop harvested on these territories. Average annual revenues generated form these land parcels are also defined based on general statistical data, market research and unofficial public opinion survey of local population and farmers.

APLR prepares action plan for compensation distribution and developes recommendations on how to direct the compensation process, raise public awareness, implement legal procedures and deal transactions.

Activities carried out within the frame of the project is an important part of the comprehensive works aimed at the conservation of this globally important biodiversity site.
