Full Activity Title: Provision of Grievance Monitoring for BTC/SCP Pipeline Projects

Project Abstract

The Baku-Tbilisi-Ceyhan oil and South Caucasus gas pipelines are to transport crude oil and gas from fields in the Caspian See, running from Azerbaijan through Georgia and Turkey to the Turkish port of Ceyhan. BP Exploration Ltd., operator company for the construction, acquires rights to land in Georgia for both construction and operational period of pipelines and interacts with all land owners and users in the construction corridor.

Since the beginning of pipelines construction in Georgia, hundreds of landowners residing within the construction corridor received compensation for their parcels. However, the rights of local population are violated in certain cases, or the roads, crops or lands outside the construction corridor suffer damage due to the operations of pipeline companies.

The purpose of grievance monitoring project is to establish, manage and coordinate grievance mechanism for the BTC/SCP projects over the construction period in all affected areas.

To satisfy landowners’ needs and resolve their problems APLR arranges village meetings with affected population in order to provide information on grievance system; establishes grievance boxes in all affected villages, collects claims on weekly bases and ensures responses; operates hotline to receive and respond to grievances and to facilitate their resolution; distributes among affected population quarterly magazine Landowner covering grievance mechanisms; establishes regional teams to liaise between pipeline companies and affected communities.

The project provides better understanding between affected communities and BTC/SCP pipeline companies, facilitates dispute resolution and local population satisfaction, as well as smooth and speedy operation of the construction.
